Connected cities, fractured democracy / Povezana mesta, razlomljena demokracija

Across the globe today, tech decides government policy. It’s happening in the United States, where artificial intelligence is used for things as benign as automating government letters to citizens – to situations with significant impact on lives, such as in policing and in courts. However, if you believe people in the US have a say in whether or how our governments use automated technologies, you might be surprised. In most cases we do not. Why? There are few if any appropriate processes allowing citizen involvement in technology decisions that affect public policy. When there are, some governments are reluctant to provide basic information. In fact, from the east coast in New York City to the west in Portland, Oregon, we need more meaningful engagement between government and the communities these technologies affect.

But changes are underway. Kate will talk about what’s happening with Portland’s partnership with controversial Google-aligned company Sidewalk Labs, and how people in Slovenia and elsewhere can stay informed and take action to address these issues in their communities.

Po vsem svetu je danes tehnologija tista, ki določa vladno politiko. V ZDA se umetna inteligenca uporablja za tako benigne rabe kot je avtomatizacija oblastnih pisem državljanom, do situacij s pomembnim vplivom na življenja, kot na primer v policiji in na sodiščih. Če mislite, da imajo ljudje v ZDA kaj besede pri tem, ali in kako oblasti uporabljajo tehnologije avtomatizacije, boste presenečeni: praviloma besede pri tem nimajo. Zakaj? Malo, če sploh, je ustreznih procesov, ki omogočajo vključevanje državljanov v sprejemanje tehnoloških odločitev, ki vplivajo na javno politiko. Če ti procesi obstajajo, nekatere vlade nerade posredujejo osnovne informacije o njih. Od vzhodne obale, New Yorka, do zahodne obale, Portlanda v Oregonu, potrebujemo bolj vsebinsko sodelovanje med vlado in skupnostmi, na katere vplivajo uvedene tehnologije.

Toda spremembe so v teku: Kate bo govorila o sodelovanju Portlanda s kontroverznim Googlovim podjetjem Sidewalk Labs in o tem, kako lahko ljudje v Sloveniji in drugod ostanejo informirani in se soočajo s podobnimi vprašanji v svojih skupnostih.
