Deprofesionalizacija in avtomatizacija: socialno delo v Sloveniji / Deprofessionalization and automation: social work in Slovenia  

Socialno delo v Sloveniji se (vsaj na) področju dejavnosti centrov za socialno delo in njihovih pooblastil drastično spreminja: od porasta nadzora in procesov upravljanja, do zmanjševanja števila zaposlenih in povečanega obsega poročanja in beleženja.

Te procese vključuje tudi nedavna reorganizacija centrov za socialno delo, ki se ‘ponaša’ s tremi osrednjimi premiki: uvedbo informativnega izračuna, socialno aktivacijo in novo organizacijsko strukturo centrov za socialno delo. Slednjo spremlja tudi uvedba dodatnega informacijskega sistema oz. t.i. nove digitalne pisarne, sicer nameščene v 130 organih javne uprave, ki upravlja 1.355 zbirk podatkov, s katerimi dela več kot 13 tisoč uporabnikov, njeno ‘srce’ pa je dokumentni sistem GovernmentConnect.

Upravljanje in nadzor uporabnikov in uporabnic socialnega dela sta v največjem razmahu do sedaj. Subjekti upravljanja in nadzora pa so bolj kot kdajkoli tudi socialne delavke in delavci.

Social work in Slovenia is dramatically changing (at least) in the field of social work centres and their authorities: it spans from expansive surveillance mechanisms and processes of managing subjects, to lowering employee rates and growing demands in reporting and documenting.

These processes are also part of a recent reorganisation of social work centres, ‘boasting’ three main elements: implementation of the indicative calculation, social activation and a new organisational structure of social work centres. The latter is accompanied also by the introduction of yet another information system, the so-called digital office, now used in 130 public authority offices, managing 1.355 datasets, accessed by more than 13.000 users, with its ‘heart’ being the GovernmentConnect documenting system.

Managing and controlling of service users in social work are most extensive ever. And more than ever, social workers are becoming the subjects that are being managed and controlled as well.
