The OECD Observatory of Public Sector Innovation (OPSI) has developed an innovation facets model for government that helps governments plan their innovation portfolios and steward their innovation systems. One of the core facets – and goals of government – is to anticipate change and explore more transformative changes that are ongoing.

How governments can do this – together with citizens and partners from outside the sectors – will be the focus of this talk. What kind of tools and methods, capabilities, mind-set, organisations, accountability structures, etc. are needed for anticipation? Examples will be brought from the recent artificial intelligence developments and the AI primer the Observatory has been working on.

OECD-jev observatorij za inovacije v javnem sektorju (OPSI) je razvil model, ki vladam pomaga pri načrtovanju inovacijskih portfeljev in pri upravljanju inovacijskih sistemov. Eden glavnih vidikov – in ciljev vlade – je predvideti prihajajoče in raziskovati obstoječe spremembe javnega sektorja.

V središču prispevka bo vprašanje, kako lahko vlade to storijo – skupaj z državljani in partnerji zunaj sektorjev. Kakšna orodja in metode, sposobnosti, miselnost, organizacije, strukture odgovornosti itd. so potrebne za predvidevanje sprememb? Predstavljeni bodo primeri iz nedavnega razvoja tehnologij umetne inteligence ter iz priročnika za implementacijo umetne inteligence v javnem sektorju, ki ga je pripravil OPSI.
